Reforming the GST: The Case for Fairness and Efficiency

The GST has been with us for 20 years. Notwithstanding its controversial introduction and recent local controversy over HST harmonization, economists still believe that a value added tax (VAT) is one of the most fair, neutral and efficient of all taxes.

But, how does the GST stack up again other VATs worldwide? That question will be tackled at an event on February 24th in association with Jack Mintz, and The School of Public Policy at the University of Calgary. In a paper to be released at this event, Professor Michael Smart will discuss his in-depth analysis of the GST - and question its effectiveness vis a vis other VATs. Smart will also offer specific proposals to reform the GST, and make it better, fairer, and perhaps even smaller.

This event is a "must attend" event for those who work with or are interested in tax policy. The event will convene thinkers from public, private, academic and non-profit sectors for a focused, practical and influential discussion of reforming the GST.

Reforming the GST: The Case for Fairness and Efficiency will explore how the federal government might reform the GST/HST system by reassessing key tax exemptions, including:

  • Food and agricultural products
  • Housing
  • Public sector bodies
  • Small companies
  • And how expanded revenues could be put to use. Including the possibility of reducing the rate of GST.
